COVID19 RestartME Advisory 5: Mapping of Areas and Economic Sectors under ECQ, MECQ, GCQ, MGCQ from 1-15 June 2020

This briefer maps the status of areas and economic sectors under the Enhanced, Modified Enhanced, General, and Modified General Community Quarantine from 1 - 15 June 2020, and answers the questions:

  1. What does it mean when an area is declared as low risk, moderate risk, high-to-moderate risk or high risk. The updated distinction between these risk classifications can be found in “Phased Transition from Enhanced Community Quarantine to New Normal - Definition of the Four Risk Classifications.” This distinction is effective from 1 June 2020 - 15 June 2020.

  2. What government units are authorized to impose, lift, or extend a community quarantine status in provinces, cities, or municipalities? The distinction between declaring bodies at the national and local level is discussed in Phased Transition from Enhanced Community Quarantine to New Normal - Declaration and Extension of Community Quarantine Status.

  3. What are the phases in between Enhanced Community Quarantine and the New Normal? What are the general guidelines that establishments should follow depending on their quarantine status? The guidelines to follow under Enhanced Community Quarantine (ECQ), Modified ECQ, General Community Quarantine (GCQ), and Modified GCQ are discussed in “Guidelines of Each Phase from Enhanced Community Quarantine to New Normal.”

  4. What business sectors can operate under each quarantine status? The list can be found in “Sectors Allowed to Operate under the Enhanced, Modified Enhanced, General, and Modified General CommunityQuarantine,” The section also shows up to what extent industries are allowed to operate on-site depending on the declared quarantine status and the sector’s respective industry category.

  5. What are the quarantine status of different areas in the Philippines? The section on “Status Mapping of Affected Areas” discusses this. The section also categorizes this discussion by region and by risk classification.

Now that microfinance institutions and credit cooperatives are now allowed to operate in all 4 quarantine status (ECQ, MECQ, GCQ, and MGCQ), RestartME recommends that this briefer be distributed to microfinance institutions and their clients as a working guide of how they can adjust their operations.
